Funding, graders that truly know not only how to grade but the series they really know, a state of the art holder that is tops in counterfeit resistances and tapering (and it wouldn't hurt to have it be truly protective of atmospheric and other environmental elements, hell make is a close to fire proof to boot), and the willingness and financial determination to be prepared to wait to catch up and over take the established TPGers (this would include a long and well funded campgain to gain exposure and name recognition).
Otherwise if you're looking for the quick and short buck a clear space on the garage counter with some cheap plastic holders.
I agree with all that walmann proposes above... remembering that decent, all around, graders will require huge salaries to bring onboard, and...and to keep them. A nice break room is necessary, too! Not forgetting an over the top Christmas party as well...
