Not in CA. But lots of people are ignoring the law. When I first used my cell in traffic I almost drove off the road. Later I learned how to do it. That is like eating. You need training to handle these distractions.
There is a new study that says hands free phones, like those bluetooth gadgets that hang from your ear, don't make any difference. Also there is no difference between CA and Nevada in accident rates so the law is useless.
We don't know if the study is bad, if most people just ignore the law or if cell phones really don't make much of a difference.
